Has any explanation been offered as to why the BIS would have CLOSED the investigation, if they had a finding of false advertising and insecure message handling?

That doesn't seem to make a lot of sense. You would normally (I know, nothing is normal now wrt the Federal Govt) expect a closure of the investigation to happen because they didn't find any wrongdoing?

Because Zuck is already giving money to Demented Don. This investigation might interrupt that, at least temporarily, which would not benefit Paxton. Closing the investigation doesn't need to have anything at all to do with the facts of this particular charge.
