Basically they're not allowed to access resources if the Content-Disposition header is set to attachment, otherwise they may retrieve whatever they like.

Do you get the impression that the government and Theresa May in particular don't understand technology?

This "reasonable and regulated access" business reminds me of the "Decree for the Reasonable Restriction of Underage Sorcery" and all the pervasive surveillance that came with (the trace etc.)

Any law that has to justify itself to the public by stating in its title how "reasonable", "necessary" or "fair" it is, probably isn't, in exactly the same way as any country that includes the word "democratic" in its title, probably isn't.

Heck, any news site is off limits then... As well as, say, Tumblr and Twitter. Lots of stuff there about racism, terrorism, crime etc.

I think what they meant is that they want to prohibit access to web sites that promote those kinds of things. But that's not what the article says (and probably not what the Home Office said either).

Talking about something isn't the same as promoting it, though lots of people don't seem to grasp that.

When you are in their situation, having a phone so that you can communicate with friends and family is very important. And just like anyone else that needs a phone, we all go to a phone store and find good deals on the latest models.

Well, immigrants usually come to the UK to work, so they bring everything they need to achieve that. In this era of of the internet, a smartphone is probably the best option for applying for jobs.

Unless you mean refugees? Those people who had jobs and housing before it got levelled by a tank. They packed what they could, which probably includes things like smartphones, and ran for it.

As an aside, I highly recommend reading other news sources, and not exclusively the Daily Mail.

Do you live in the UK? Whatever the most restrictive reading is is what Theresa May meant. So yes probably no wikipedia, it has naked pictures of people too so the kindof internet filter she means and they will use will ban it for porn too.

No we wont, that not how the Internet works and there no way they can enforce it
