Notifications have always been available from the lock screen on Android in a non-modal form (unlike iOS until recently). They were available from the notification bar and now they are available in a more heads up manner on the lock screen itself.

Having a custom app made that can create accounts and add shortcuts, then deploying that app to the phones might be a really good solution for you. It could even have shortcuts to the market apps you need.
