Android devices: Deploy similar shortcuts/settings to many devices

I'm in need of a kind of deployment strategy of 100+ Samsung Galaxy S4s we're rolling out. I don't need some hugely locked down environment, and I'm not rooting. All I need to accomplish is this:

-Customize icons on the home screen, e.g. remove one widget, create a folder, add app shortcuts and a widget to folder.
-Create browser bookmarks and add to above folder (same for every user).
-Add specified Google account (different for each phone) to phone, download 2 apps from market and apply settings that are specific to user.
-Create Exchange ActiveSync account for each user (separate passwords), create required pin lock, and set a few settings.

If I can continue to do updates later, that would be nice but not required. It doesn't have to be completely turn key, as long as it reduced my work for each to typing in user specific info and clicking go, then go into each app and apply settings. The bookmarks, the icons on the home screen are the most annoying part to me as they are the least intuitive and quick things I can do. Heck, if I can at least control the thing by keyboard and mouse somehow, I'll be happy.

I have never done this but I would think you could use something like helium or titanium backup. I know I have used helium on my personal phone to restore apps/settings when I flash a new rom. I believe that helium has a non-root mode. You should be able to get most of what you want done with that might have to add the google account by hand when you first set up the phone.

Looks like you could use the Premium version to do what you want.
