These staffing numbers only really make sense if those 25000 people are being plugged into the Matrix to power the whole thing.

Technological innovation, new revenue, and public support may be needed to fund and supply enough electricity.

Translation: “let’s subsidise the construction of this money hole by taking from taxpayers. Then when the bubble collapses we’ll double dip and make them pay for the cost of filling the hole in again.”
