Of course, things like Application Isolation or ThinApp or App-V (SoftGrid) can really reduce the chances of applications stomping on each other, so you can really de-silo-ize if you're using those.
If you're running into these issues regularly then the team really should look at virtualizing the apps. I'm sure there would be reasons to build silos of servers instead but I can't imagine that whatever those reasons are they add up to 50k/hr downtime.
