As for asbestos being safe: yeah, if you never maintain the building, nor tear it down, but also don't let it fall down, then asbestos is safe. "Safe until disturbed" means it's not safe, because buildings get disturbed.

That's not good. Based on what I'm reading, one heavy exposure to a dust cloud from an asbestos demolition can triple your lifetime cancer risk.

One exposure can kill you.

Probably won’t, but when you expose hundreds of people, the odds of one of them failing their saving throw get pretty high.
