Journals that are subscription-based are free to publish in, but it’s of course blurry now with hybrid journals accepting both open access and subscription-based submissions.

Our group recently published our work in one of the Nature journals, with "open access" so anybody can download the paper without cost. It came as a bit of a shock when we had to pay $12,000 for the privilege. We knew we had to pay, but nobody actually checked how much exactly before investing a huge amount of time and work in the manuscript (multiple revisions, proofs, etc). We were at the stage of the final proof when we got the invoice. At that point we bit the bullet and didn't switch to another journal. Lesson learned, however...

As somebody that spent two decades working for a soft money funded university research institute, this sucks. Under the best of circumstances it's stressful not knowing from year to year if funding will be sufficient to go on, but this has the possibility of pulling the rug out from under your feet at any time on a whim. I can't imagine this will have anything other than a further chilling effect on research, which I suppose is the point.

There are many losers in this scenario, but some of the the most vulnerable are the graduate students who depend on the grants to support their education. If a grant can get pulled at any moment, that introduces tremendous uncertainty for a student that has to sign up for classes, sign apartment leases, and generally make plans for completing a thesis.

Feynmann at least understood that, because he wasn't talking about truth; he was stating that reality doesn't care for someones beliefs. Someone can believe they can hold back the sea, but tidal forces don't give a crap about that. And someone can believe that the Trump administration isn't actively trying to destroy America's science institutions, which led to America's current wealth and global leadership, but again, reality doesn't give a crap about that.
