Without a doubt, he's a textbook example of a sociopath. It's not that he just breaks the law/rules/social norms. It's that he goes out of his way to do it, in a way that's got just a smidge of deniability, so he can wink and nod about how he's totally not breaking the rules... again.
Like a kid who's told to stop touching their sibling, so they get a stick and start poking the sibling, and declare they're not "touching" them. IDK if sometimes they're just wired that way, or their parents severely fuck them up when they're young, but there's little use trying to explain what they're doing in rational terms.
And that's not at all meant as an excuse. These kind of people need to be kept very far away from any ability to inflict harm on anyone. Because they mean to do harm any chance they can.
