I doubt it. Making a believable counterfeit note is not cheap, and it's not easy to move large quantities of ones and fives. If someone is taking the risk to counterfeit, they aren't going to go for the low margin denominations.

Yes, but consider that the EURion Constellation isn't printed on $1's and $5's in the US, making those bill significantly easier to counterfeit using commercial hardware/software.
