In most cases the entire game is pre-loaded, but no it's not really that risky in the cases where people actually do upload encrypted assets as they are supposed to. The copy Microsoft uploaded was still DRM protected, it just wasn't encrypted. So crackers still had to crack the game, but that part was relatively trivial.Not really cracked if Microsoft uploaded this themselves, is it?
As someone who bought that version, I don't care. Give those people an extra free car token thing or something and tell them to get over it. That was a preorder bonus of that version. FH4 wasn't good, but FH5 was fantastic.Forza Horizon 4 was one of my few driving game purchase regrets. After that I had no interest in any others.
It isn't how arcady it is, I like the Flat Out games. It is how unpredictable the handling is with a wheel, understandable since it is a console controller game.

Tried myself, cracking a copy protection, effectively learning 68000 assembly with it (yes, Atari ST). There always has to be a switch, where one party is sent in, and the other out. There were also (later,) little scandals outside cp, when MS did stuff to stop debugging in early MS vs PC-Dos, starting windows 3(.11? may be earlier). Entertaining, but very time intensive, so I quit and did more real programming, even got me a job. Have no clue what the tricks are these days, but I'm sure they are awesome, but not simply for sale..
