It's worth noting that the content available in each country isn't 1:1, when I lived in Canada the selection on there was quite different (and mostly in the sense of "less of it"), which probably makes up some of the pricing difference, assuming it's driven by content licensing costs.
Edited to add: Please don't take this as me defending the pricing, just that it isn't accurate to look at the Canadian price and think you're getting the same content for less.
