Credit where credit is due to the individuals in the court system who are digging in their heels as best they can to gum up the works (rather than grease the wheels).
The facts and the law should be obvious to everyone. So should the risks of standing for either of those in today's day and age.

Musk broke a rule whose purpose is to prevent exactly the behavior that he engaged in after breaking the rule. He shouldn't be allowed to settle without admitting fault and he should not get a discount on the fine.

No need to even evaluate any tainting or improper collision or corruption.
Anything less than $150 mil out of Elon's pocket is a blatant miscarriage of justice.

It is probably a good idea that the judge is very careful to cross all t's and dot all i's considering who (and what resource) is on the receiving end, and how much favour he still carries with the admin. "Obviously special treatment becuas handwave" is just inviting getting appealed. So yes, more scrutiny to establish it undeniably is important
