Hangouts is definitely not the default SMS application in KitKat. It did ask me if I wanted to let it handle SMS, but I declined and am still happily using Messages.
And Voice was always iffy outside of the US (maybe even within, if your carrier decided to block it), hopefully it got better with this update.
