Considering it's a Play Store guideline, and they control the Play Store, they most certainly can enforce it. If nothing else, they can take the app down after user complaints.

A walled garden can be a very good thing if you are tired of babysitting a device...

But...

If you enjoy playing and are competent in doing so, then the walls that Google has slowly been stealth-building are not good.

As an IT guy, I look at it as enforcing good change control. Sure, my phone is rooted and I enjoy playing too, but I don't want any updates applied to my devices without my knowledge. Period.

If that somehow interferes with play, I don't see how.

So some garden walls are good but others are bad?

Walls that I put up around me make a home. Walls that others put up around me make a prison.
