No, it doesn't apply, like it doesn't apply to apps that download additional data.

A walled garden can be a very good thing if you are tired of babysitting a device...

But...

If you enjoy playing and are competent in doing so, then the walls that Google has slowly been stealth-building are not good.

The Play Store has had rules since the beginning, while there are other stores and apps can be sideloaded there will be no walled garden
