The article doesn't make it clear, but I think the 'knock with your hand, not with your boot' was sent out as a memo a week before the actual false tip was submitted. So it was a preemptive measure anticipating a potentially alarming false tip, not a note in response to the actual false tip.

They probably need to investigate every claim. Otherwise, terrorists or criminals would call the police and say, "I'm being harassed online, and I may become the target of false tips," and then proceed along with their criminal/terrorist activities safe in the knowledge that the police will not investigate any tips they receive.
