Grand jury's are not like regular jury's. You serve 1 day a week for 18 months with a possibility of extensions and you hear various cases from various prosecutors for whatever criminal category your grand jury is for. There is also no interviews before selection and I'm pretty sure you get selected by a judge.

ICE has been corrupt and overreaching since its establishment 20 something years ago. The muzzle is off, and they've shown what they can be. There is no reforming this. It must be shattered and rebuilt into separate smaller agencies for Immigration, Customs, and Border Security.
