The European Court of Justice found that preemptive internet filtering violated the fundamental rights of the ISP and its customers.

I"m not so sure about that. His appointments have had a horrible track record in regards to copyright.
Biden is tucked firmly in the back pocket of the content industries too. I wouldn't be so sure that Obama would veto the bill if it made it to his desk, given the makeup of this administration.
