    A manual pin. You would think there would be a spring loaded, toothed ratcheting mechanism engineered to lock automatically. And maybe a position switch. That said, with the current state of Russia's affairs, redirecting money to serve their war effort doesn't seem far fetched.

    This looks to me like another attempt to have a concept of a plan. The plan looks to keep a government body in control of who launches what and when and for "how much?". Simplifying launch review streamlines the "How much" while decreasing the interval, hence "much more".
