    I don't get it. Robots.txt is purely voluntary. There's no weight of law for anyone ignoring it. If you put licensing terms in it, then they would be strictly voluntary as well, wouldn't they? If site owners want AI scrapers to pay, at some point don't they need a legally binding agreement?
