    Was it conduit or fiber? An ISP should be able to run new fiber or upgrade equipment, if it's worth the investment. Sounds like the issue is more that there may not be enough customers in your area to justify that cost. Google isn't paying 4.5 million to W. Des Moines over 20 years for fun...
