Generally, in criminal cases yes, in civil cases no, a majority is sufficient.

Edit: Or 3/4 in this particular jurisdiction (thanks Ninja justsomebytes).
Lets all remember the time when ninjas edited their comments to make it look like they said something before you did. Simply being faster isn't a ninja.

Edit: of course, that was roughly when trolling was presenting a plausible but knowingly incorrect argument.
