OK, wait. Is the problem that the chatbot output is scary unwanted harassment, or that it will create artificial trust and generate emotional dependency? It can't be both at the same time.

Also, the biggest problems with actual humans are things like luring kids to run off somewhere, or making them afraid of something happening in the real world, or blackmailing them, or actually spreading material that gets them ostracized. I'm pretty sure those would be tough for a chatbot. There are certain handicaps associated with being a disembodied voice in a box.

So tweak the damned bot, fix the "complain" button, and call it a day. You don't have to blow everything up into the Biggest Thing Ever.
