It's technically an inference, but why else bring up where the apparent originating IPs were from?

There's no reason to mention "Ukraine area" except to imply the bad actors are from there.
It would be mentioned because it's a significant clue to tracking down the perpetrators. You can manifest all the intention you want, but you are not a mind reader, and when you claim "there is no reason except..." you are in effect claiming to read his mind. If Microsoft had azure attacked and mentioned it was from Ukraine, I wouldn't think they were blaming the Ukraine government in any way.
