Wouldn't your contract and billing be the same as the one you signed in Texas? I'm pretty sure this would just lead to more costs for telecoms to start having to comply with a myriad of state laws which they will happily pass on to consumers in states they don't like....
If I bought my data plan in Texas and travelled to California, would it be illegal for the ISP to give free data for Netflix while I'm there?
