And a problem in which most people don't fight the inertia of the defaults? The one where most people leave them as they are? That problem.
Why is it a "problem" if individual users determine that the default works well enough for them that they don't bother to change it?

It isn't the responsibility of the government to override consumers acting in what they see as their own best interest, just because most consumers come to the same conclusion.
