While that was the legal footing he used, Obama proposed, and then signed the order into action, and even worse added drone strikes on US citizens for good measure 8(

and if he hadn't? where would we be obama may have sign the order but the nsa chose the overzealous/ineffective implementation and execution method.

edit: also who passed the patriot act, i know it wasnt obama
did obama order the nsa as an ends or did he order them using a legal framework as best he could to try and act in the nations interest trying to sidestep the obstructionist congress of the day.
remember word is coming out now that at the time congress republicans had their heads so far firmly up there derriers that "if it came from obama they had to reject it" go ahead and search for that one and re-consider obama anew with this information in mind.
